In the superhero universe, the Marvel Secret Council is an umbrella authority that governs heroes' behavior and responsibilities in the cosmos. It has a mandate to institute laws, policies, and rules to regulate the use of superhero equipment, attain public security, and promote balance in society. Under the guidance of the Chairperson, the Council operates using various specialized teams entrusted with significant tasks such as management of advanced technology, mediating among heroes, and enforcing moral standards.

Errors being inevitable notwithstanding, the Council makes every attempt to protect superheroes and civilians by ensuring that the advanced technology is responsibly used and not allowed into the wrong hands of nefarious villains. The Council also strives to reaffirm trust between superheroes and civilians, uniting them for collaboration and unity across communities. By this, the Marvel Secret Council vows to ensure peace and build a safer and more balanced world for all.

Marvel's Secret Council has been tasked with responding to a pressing question: Are advanced superhero gadgets helping heroes get the job done, or are they making a recipe for disaster? The agenda is to investigate whether such advanced gadgets help heroes maintain peace and security or if their use brings unintended consequences, such as increased reliance on technology, collateral damage, or misuse by villains.

The Council seeks to take into consideration the ethical and practical aspects of the application of superhero gadgets, for example, establishing legislation to ensure their use is in proper terms, reviewing the risks associated with over-dependence on technology, and upholding public trust. In its vision to achieve equality and safety, the Council also addresses international collaboration to regulate gadgets across borders and prevent using them as weapons of destruction.

Dear Superheroes,

We, the Executive Board members of the Marvel Secret Council, welcome you to SAIMUN- VII! It's a pleasure to address this to you briefly before the conference. We would like you all to consider the fact that this is a simulation of a fictional committee. Hence, we will have an interactive session, which we hope will be full of fruitful debates and meaningful resolutions.

This background guide will only serve as a backdrop to the entire context of the setting. The committee will be dynamic, and there will be a series of twists and crises on our side. The agenda of the Marvel Secret Council has two critical topics: regulation of dark magic and evaluation of superhero gadgets. There are differing opinions on regulating dark magic—some feel it needs to be heavily regulated to prevent misuse, while others feel it should be an open practice. We will also address whether or not advanced superhero gadgets are assisting our heroes or creating more problems. The goal is to balance the safeguarding of safety, respect for

human rights, and the establishment of the impact of these devices on heroes and the universe as a whole. The context and background are given in this guide, and the committee is convened at the end of the outcomes of the Infinity War.
